Teeming

Teem: to be present to excess, in the sense of a vessel emptied suddenly and to the last drop. The state of teeming is the root of aristocratic rule, as it is this state that does the emptying. This emptying might be just that, but to those on the receiving end it is a filling up. Without teem, there would be only latent power.
